Because the Community is Where Individuals Reside

My first recognition that a community had to deal with social needs came when San Diego wanted to charge a monthly fee for garbage collection, in the 60s.
It seemed reasonable, because there is a cost associated with collection. But there was an issue. What happens if some neighbors lose their jobs or fall on tough times? Do you let the garbage pile up in the neighborhood, because they can’t afford to pay? Along with the ancillary disease and aroma? No, you can’t.
In a moment of insight that can only come after an unsophisticated lifetime (I was 17 at the time) of self delusion, it dawned on me that some needs are best served by the collective community, for it’s own well being.
