The games Corporations play to avoid paying taxes have to end. If they are off shore, they need to pay a minimum tax to do business in the U.S. That tax rate should be relatively high, to make sure the U.S. benefits from our consumer spending. Off shore profit centers that generate income selling to the U.S. consumer need to return their share back to the economy that supports them.
Inside the U.S., there needs to be a National minimum tax rate that States charge, so they don’t continue to low bid each other, in an effort to attract business. Currently, States are in a race to lower taxes, and therefore revenue, as a concession to business. Those revenue shortfalls, of course, become the burden of the general public, eroding their income, to increase profit for Corporate shareholders, many of whom are foreign investors.
