Managing Complexity

The rule of inevitable, cumulative reluctance:

If I have a reasonable position on a single issue, and there is reasonable support- say 60%. I can expect that legislation reflecting that position would advance through congress as expeditiously as possible.

If, on the other hand, I have 5 issues I’ve been careful to take reasonable positions on, each with 60% support, but a different set of people, the cumulative effect could be that 65% disagree with all positions, when evaluated together.
